i think it's a gray area where it's not directly banned, it's just that it falls under child abuse which is obviously an instant blacklist. i think if a game is stylized enough it can get away with playing a kid character who game overs in a gruesome way, but you can't just attack NPC kids in a way that's violent no matter what. you basically will never be allowed to sell the game anywhere if you do that. so that's why.
