What's the point of Metal Sonic if he's just a designated jobber to all of Sonic's friends and Batman?

Sometimes you want a designated jobber character who's always beneath the protagonist. People can still like these characters because some fans relate to the character's constant failure as something familiar to their own life. See Bejita, a prime example of this gag character archetype.

To be a "rival" enemy. Part of it is by design, especially in the games Sonic can't lose because that'll fuck up the status quo. Doubly so in crossover comics where you can't have plot critical events hinge on an entirely separate universe owned by an entirely separate company. So Sonic gets to meme on Darksied, Batman gets to meme on Metal.

The other side of the story is Ken Penders. Which is a quagmire so stupid and shitty that it requires a wholly separate conversion. Just know that because of him, Sonic will always be static, which means Metal can never truly win against him

Never real wins. The point of a jobber is to be presented as "strong" so when the real enemy shows up to beat his ass, the main character can look better for winning. As an example Vegeta damn near solo'd most of Namek. But he got walled at the Ginyu force, so we'd have a point of reference for how ridiculously powerful Goku was when he arrived. Then Ginyu steals his body, so when Vegeta beats him up, it's not that Vegeta is good. It's that Ginyu is terrible at using Goku's techniques because he doesn't understand Ki Control. But that still means Vegeta gets thrashed against Frieza with no contest, so that Goku comes off as genuinely untouchable when he wins and the fight is over.

Namek was a 3 way race for the DragonBalls. Vegeta being a super powerful solo act, Krillin being the weakest but making the smartest plays, and Frieza being all powerful and the other 2 needing to hide from him. Bruce should've relied on tactics, prep, or just bust out the fucking Hellbat instead of doing what amounts to a Darkwing dive succeeding
He lost to Bowser in Death Battle and still gained everyone's respect because of how much of an unstoppable juggernaut he was until that point
