>>713853306I think the Glaive Beam should be a 3 power weapon, its 25 second warm up is already enough of a drawback on its own. Maybe make it a little longer cooldown if its overpowered, but needing four power and having a huge cooldown is too much.
Flak II is bad when directly compared to other weapons, but the fact that you only have to find it and it will pretty reliably strip shields off for other weapons and potentially deal some damage too makes it a good situational choice. But ideally you just get a lot of Flak I guns since their rate of fire and tighter grouping makes up for the smaller volley.
The Vulcan and the Ion II are somewhat special in that they're not super great in practice but in theory it gives you the capability to kill any other ship in the game with them. The Vulcan can do it outright, the Ion II fires fast enough to permanently lower enemy shields so long as it can continually hit. I like them both early in a run because it means I don't have to hope to find other weapons on top of them.
Hacking is probably the strongest subsystem though, you can reliably disable enemy shields in any class of ship to strike where you want, and it doesn't have a long windup like some weapons. I used to not use it because of the drone cost but it's well worth it because you can usually alpha strike enemy weapons/drones long before they do any real damage, especially with a beam weapon.
