and most studios rely on people uploading footage of gameplay to help sell their game, it's free marketing
if they REALLY wanted to, they could probably shut it down but it's not really a practical choice, even if your game is 95% cutscenes
movies entire thing is that you're watching it which is why uploading the whole movie gets you shut down. sometimes occasional clips is fine though and movie companies do know to occasionally let some clips through to encourage people to watch it
