What are you talking about? You can level everything evenly for NG/NG/NG++ at least. I don't know about NG+++ and beyond.

i'm gonna assume you're still on NG
slap on the highest % damage reduction armor you can find while still being at B agility and you want B toughness if possible so you flinch less when hit and take less ki damage when blocking
hold block in mid stance when on the defensive to learn enemy movesets and even better if you managed to find a weapon with purity on it since you can ki pulse after blocking to restore stamina
once you progress a bit through the game you can grind the warriors of the east armor I believe and that should put you to B agi and A toughness to facetank most things in the game
