Alfira is the same issue. In fact, I think we only see her in act 3 because of how popular she was in the beta. Though, a lot of this stuff might be due to cut content as well. While BG3 devs said we'd get it when it was ready, they cut a lot of stuff so it wouldn't take forever to release (or they were running low on budget). For example, players back in the beta kept asking for Alfira to be added as a party member to fit the bard role. The devs declined, saying that they already had a bard character intended (and some of their details were in the beta's game files up to a point), so that was always shot down. We ultimately never got the bard or the other 2 intended party members. There's also the fact that Halsin wasn't intended to be a party member, but due to popular demand for it, they added him in. It's why he just sits in your camp for half of the game with no content until act 3. Mizora got shafted because bitch baby players in the beta didn't like how "boring" he was, when the beta only went to act 1.5 and didn't have enough story for us to even see where it would go. What we do know is that Mizora was originally his love interest and it would play a bigger role, along with him being a false hero.
