It's a cost cutting thing. They can't run ads to Russia so every bit sent there is a loss, but they don't want to abandon the market either. Yes, Russians have been getting ad free YouTube/Twitch/Duolingo etc. for years now, unironically a better experience.

This isn't really about Russia but the fact they have to cut costs, Amazon must have rung the bell and told them it's time to be profitable. Expect higher resolutions to be a premium feature soon, and unrpofitable markets like small European countries to be limited to 3KBps
