There is NO REASON WHATSOEVER for this dialogue to exist in the game unless sans knows Asriel is NOT coming home, and you will NOT see Papyrus. He is clearly saying this with a wink and a nod, and heavily implying neither thing is EVER going to happen.
Think about it. If you take the line at face value, it makes no fucking sense. He is saying Papyrus will show up when Asriel comes home? No, that's nonsensical. Clearly the dialogue only makes sense if you WON'T see Papyrus because Asriel is NOT returning, and sans knows it.
