They are led by a bunch of idiots that REALLY want the Mojave Campaign to be a big propaganda piece because shit is NOT going well in the NCR's core.
I swear to God, all the major factions in New Vegas seemed doomed to have a big crisis, even if you improve their situation (Fixing Caesar's tumor, fixing NCR's every-fucking-shit). Even the House seems FUCKED considering he seems to play shit way too safe sometimes and sometimes just does shit like fill a vault up for no good reason.

Its because all the major factions have expanded significantly, and are finally getting large enough that they need to undergo some major reorganizing at various levels.
What was sufficient to run things back when the NCR and Legion were a couple of towns and tribes can only scale up so far.
Both have expanded faster than their military can recruit and train competent people.
The NCR in particular suffers from various parties exploiting their systems for their personal benefit, such as the Brahmin Barons, while the Legion is on the verge of a civil war due to being held together by one man's charisma.

House didn't fill the vault up for no reason, he did it because it kept the reactor safe and kept people AWAY from his own underground network. He is cautious because his entire fucking world has been flipped around and from his perspective he is one of the ONLY survivors of the civilized times surrounded by primitive barbarians he NEEDS to uplift for the sake of humanity and his goals for humanity.

the NCR forces are stretched too thin to get whatever big shit they have over there.
If they start moving anything over, the Legion spies will pick up on it and move THEIR shit around because wherever that artillery comes from will now be weakened.

You could fire that thing for hours and maybe get a cannonball to hit the right AREA of the fort once or twice.
Its a massive waste of resources in terms of metal and powder to fuck around like that and the NCR doesn't have the resources to fuck around trying to volley fire something like that en mass.

1. NCR already fucked up at the first battle because of >>713928898 the leadership doesn't want an artillery attack because hurr glory
2. NCR only has a few functional artillery pieces, and only a few functional trucks. They are not dispatched to a high risk area like Hoover Dam because the road to it isn't safe.
3. NCR's main fortification in the area, Searchlight, was already destroyed by Legion espionage. Even if the NCR can successfully tow in artillery, it's probable that the Legion will successfully destroy it before the second battle.
4. The NCR's other big fortification, Camp Golf, is defended by incompetent retards that almost always die unless the player completes their quest with enough skill points to get a good ending.
5. The NCR's surviving fortification next to the strip, Camp McCarran, borders the hardcore raider Fiends who are supplied with chems by the NCR's other enemy the Khans. Parking it there would cost a lot of men, and ultimately be totally unavailable in the second battle as the Fiends would attack thereby preventing it from leaving.
6. The Crimson Caravan and adjacent Gun Runners don't want to invest in such heavy equipment, and would sabotage each other anyway (and there is a player quest about this)

And it goes on. The NCR had access to Archimedes but put a retard in charge of it and would rather use it as a power plant against House anyway. It's easier to bring in power armored troopers and have them blow away Legionaires with M60s and flamethrowers. NCR's power in the region was the railroad that the NCRCF Convicts aka Powder Gangers blew up. It's reconstruction is more or less the nation's first job once the Legion is out. Or House's job.
