It's not expecting you to play it like 1 as a starting game as it has constant improvements to 0's mechanics and styles while also referencing 0 constantly, and it's expecting you to play it as a sequel to 0 due to the expansion on characters that didn't matter in 1 that were constantly propped up in 0 along with all the constant referencing to 0.
As it is 0 wasn't intended to be a game you start with, that happened by happenstance. It was meant to be an anniversary game for fans.
