Unironically Split/Second. Honorable mentions to some older Sega titles like Daytona USA and classic NFS games like Hot Pursuit (the OG, not the EA one).
Mechanically, I enjoy Trackmania 2 the most, but I don't consider it to be a "racing" game because you're only ever competing with ghosts.
