The TLDR answer to your question is that the other girls are more attractive in a deeper way, physically and personality, than characters like Yukiko or Hifumi.

she's also not attractive. her character portrait is plain. (she looks like a spoon (not unique to her in p4)). only in two animated scenes does her body look attractive. the original intro (in her kemono with the umbrella or parasol) and the shadow princess scene. although I believe her shadow wearing that dress was using a bra that pushed her boobs up.

Shoji was the one thing her character had that tied it together. We don't get to see any character growth she could have had to grow into a real character.
She also coincidentally has a personal drama problem that the main characters can solve, just like all the other main characters.
Her physical attractiveness is better than Yukiko's at least. She's fine in this regard. Although being slightly better than fine isn't that great when in fiction there are 8/10s and above, and fated soul mates, everywhere.
Basically, Hifumi was attractive as a romantic interest and as a person, but the reveal at the end ruined her completely beyond repair. AND she's a boring Yamato Nadeshiko too. Double poison. (and she's not a party member, generally, that loses you points, but not always of course.)
