Realtime GI has been used for well over a decade.
Hell, the STALKER 1 from 2007 has the feature, but it's disabled by default, because it was waaay too heavy for the 128-256MB DX9 cards at the time.
FOX engine games, NieR Automata and Replicant, Death Stranding, even goddamn Elden Ring have non-RT GI. Even stylized shit like Genshin Impact has GI!
Be it with quick bounce or via probes, Global Illumination was already an industry standard by 2010s. Paired with Screen Space Reflections, you can also achieve decent reflections on surface for practically no performance penalty.

The thing is if you trace ray you can gather so much more info to depict actually accurate rendering. Raster meanwhile is cope and the engine has to calculate everything individually or just ignore stuff that are critical in actually achieving true realism.
We're honestly getting at a point where calculating every single things in raster to simulate light behavior is actually costing more on the GPU than actually tracing rays. Some pure raster games are already running slower than Metro Exodus EE which still looks better anyway just because that's using full RT

Like using probes for dynamic scenes is actually possible. but the resolution is low, basically no hard shadows. But it gives cool bounce lighting.

Nvidia's generic RT looks super ass, it just splooshes lighting around without any care for angle, obstructions or proper object context. IRL its very hard for light to reflect off stuff, it's why it looks so different when you go from out on the street to a pristine mall full of reflective surfaces. The world is not a mirror.
This is why games from around the 2015-2018 era are still the most realistic games, because complete GI became standard as a feature in most engines while devs still had to manually decide how materials and surfaces would interact with the lighting.

The Division 1's GI is specifically made to look real to the game's location and materials and textures were made with care to not ruin the scene by reflecting light without reason. Ray Tracing is only capable of its name sake, casting tons of rays of lighting from a source without any care for contexts such as "is this place filled with stuff that are reflective of light or not? is this place filled with materials and certain colors that would influence the lighting properly? how early should the light stop depending on what it hits?". Ray Tracing only takes into account a simple path and the color of the source of light itself. If you use just ray tracing to lit a completely snow covered forest with an early morning sun, ray tracing will make everything look like a warm yellow mess because it cannot take into account that snow makes ambient light cold due to how light interacts between all the snowflakes. You need manual work and artistry to do that.

The sun isn't that big so the sun is entirely visible, only slightly obstructed by the tree. 70% of the light from the sky is from direct illumination from the sun, while the atmosphere is only 30%.
