Yes. Games should promote lawful behavior anyway.
However, if the game is focused on illegal street racing it should acknowledge the activity is reckless and dangerous and not paint the police as a corrupt army of psychopaths.

I didn't expect the illegal racers, who put the public in danger, to be portrayed as "oppressed" by the police. Every time you smash a minivan you're killing a family, and the story is like "WE DINDU NUFFIN"
