The big thing it has over NV gameplay wise is the random encounters

Everything in the world is scripted in NV, once you know where everything is, that's it.

3 frequently has random shit happening. An explosion off in the distance, raiders fighting a deathclaw, some asshole trying to rob you with an unloaded gun. You'll most likely never see every one of these potential random encounters. When people talk about 3's world feeling more "alive", this is what they're talking about.
