I haven't watched this, but there's probably some CPU bottleneck stuff going on here.
AMD has shit in their drivers that will make an all AMD system work more efficiently. Since the CPU is the bottleneck here, both of those GPUs aren't doing much since they need to wait for the CPU, so this is happening because the 9070 XT needs to wait for the CPU less because works better with the CPU.
The 5090 would shred the 9070XT if the system had a proper CPU like a 9800X3d or a 285k.

xtx is a massively large gpu at 529 mm2
5080 is 378 mm2
despite the amount of transistors on it no one wants to buy it due to lack of rt/upscaling features that people want
amd strategy on desktop gpu department has been terrible for the past 7 years until they fixed some of that shit with 9070 xt
