Why do they have to add CPUs to online Knockout Tour races? Are there seriously not 24 people playing a Knockout Tour at the same time?

There always needs to be 24 players for a Knockout Tour to work. If there aren't racers to knock out at every checkpoint then the entire thing falls apart. And it's not that there isn't more than 24 players, they just aren't all playing at the same time nor do their lobbies line up. Once a player is in a lobby they can't just get kicked, so if there's a 13p lobby and a 12p lobby they can't play together because there's one extra person so they end up in separate lobbies with bots.

Nintendo decided to prioritize speed over making sure every lobby is full. They made it so you have maximum a minute of down time so they don't have enough time to fill out the lobbies
