Juri is more actual crazy and evil where as Jinx is just Harley-quinn tier but with a sob story.
Jinx does have hot tattoos, but Juri has hot feet. I'd go with Juri

Both had some toning down in regards to their craziness, but Jinx was the one most affected.
Juri still retains some of her SF4 days of being the strongest woman with a broken power and acting like a sadistic pervo, but if you do her world tour content you will see she's not as crazy.
