Most Jrpgs aren't RPGS as you can't make your own character or roleplay making choices in your game besides what type of damage you can do, they're action adventure games.

roleplaying with premade characters is still roleplaying
choosing to interact or not with specific quests or npcs is still roleplaying even if they only have a single thing to say
having multiple endings or routes based on actions taken is not an rpg aspect, it's a cyoa one.
