Contingency orders, on the other hand, make no sense whatsoever. It was explicitly stated in Ep II, that the Jedi keep a close eye on the Senate. It was explicitly shown that they had many loyal senators, like Padme, Bail Organa, Mon Mothma and others. If such a thing was ever passed, they would've known about it. They would've known about a public and legal military order to execute them on the spot without any trial, since they'd been generals for the last 3 years. And they would have brought it up in the movies, when they were making a move against Palpatine, if that was ever a thing. It wasn't. It was Traviss' fanfic. It was clear in the movie that O66 was a secret known only to Sidious. Anakin asks "What of other Jedi spread across the galaxy?" He didn't know. Obi-Wan didn't know why the clones suddenly turned. Bail Organa didn't know. Nobody knew. Because it was meant to be a secret, and the clones were meant to be programmed. Traviss is a mentally ill hack, who hated the Jedi, compared them to Nazis, and anyone who liked them to Nazi sympathizers, and she wrote all the Jedi except her OCs as a bunch of evil out of character retards.
