what was the thought process behind enemies scaling with your level and not balancing the map around the enemies levels? Even the earliest JRPGs and Bethesdas earlier WRPG entries such as daggerfall figured this out already.

They wanted the player to have complete freedom to go anywhere from the start. The scaling is a consequence of that.
