I ended up doing step one, but instead of the rotation, I took the L and overlapped the top center block with the center block of the L. It fulfills the perspective regardless. My issue is it comes off as vague, foundationless and pointless and I ultimately ended up overthinking the answer. Fucking gave up after 20 minutes of twisting my brain and just chose random answers. I have a highway and a monorail to build. Something this question will ultimately not be able to accomplish.
