Maleficent is a villain held back by the IP, she's super powerful but she can only ever turn into a dragon because thats what happened in the film. I always thought that was just only one form she could take

The issue is that Maleficent is too weak to threaten any of the keyblade wielders. Would be ideal for Maleficent to finally keep her oath of revenge but as things are she's outshined by other threats like Master of Masters.
