Yes it is, actual shootouts are few and far between, you spend most of the time just traveling between them. And it would be fine if not for the repetitiveness of environments and the fact that it tries and fails to be scary, because there is no actual threat posed, with only a few exceptions.

If you guys havent played Trepang2 Id recommend it. Closest thing out there to janky FEAR at home. Even got the horrific death screams down.

because the nonscripted AI tricks require the player to exclusively fight in a series of square rooms and there's only so much you can do with that visually and thematically
more devs should absolutely have ripped them off but it's understandable, the repetitive environments are easily the worst aged part of the game and weren't well received on release
the real question is why the other big AI trick they used (shitloads of callout lines) still isn't especially common, at least at the time there was the excuse that FEAR only got away with it by having you fight a clone army for 95% of the game to keep filesizes and VA costs down

I will concede that I had totally forgotten how long and bad the intro part of FEAR is. Way too much walking while listening to boring radio chatter. If I had one complaint about FEAR it's that it takes too long to get into the good stuff.

I probably didn't mind when I was 14 because my eyes were blown out of my head from witnessing the cutting edge graphics and dynamic shadows. I would hit every ceiling lamp and just watch the shadows.

STALKER and FEAR are opposite sides of the "Good AI" spectrum.

STALKER's AI, while very advanced and technically impressive, is not presented in a very polished way.

FEAR's AI is very impressive in presentation, but functionally very basic, and relies heavily on scripted events.

I think both work very well in their respective games, but since that's not an argumentative opinion, I doubt anyone will even pay attention to this post.

Do they react to your flashlight being on or off?
Do they lament being the last guy around?
Do they yell "take cover" when you lob a nade at em?
Do they jump over tables or other obstacles?
Do they have a safe and cautionary state?
Do they whack you in melee?

Do they hide in dark corners to get the drop on you?

Yes individual things like that often happen in most games. FEAR just has more of it. Flanking happens regularly. If you hide in a corner you can expect a grenade. A bunch of little things start to add up to a good experience.
FEAR AI isn't mindblowing. It's just nice. And most AI is not nice.

Would be funny if there were random responses from Alyx too, but it's funny enough that they even added those voice lines to the soldiers. For sure. Few would consider Super Mario a better game if the enemies juked you while attempting to jump on them or started having other complex behaviours. You're jumping on hundreds if not thousands of enemies over many hours, they shouldn't have methods to fuck up the flow once you've memorized a map with its spawns and such.

Honestly this could've been a great franchise but I think they went way too hard into the Armacham and muh Harlan Wade is le big bad shit. Third game is made by a different company altogether. Plot is complete nonsense (Game starts in brazil just so they can rip off MW2, Paxton Fettel being a ghost despite being revived at the end of reborn, Armacham has enough manpower to control and lockdown an entire city but couldn't contain a single office building in the first game).
3 feels almost completely disconnected from the rest of the games in sense of plot and tone. 2 was also pushing it some regards but it at least felt connected to the first game.
