Making Bae canon was the first nail in the coffin. Since 80% of the fandom is hardcore Chloefags, they weren't happy when they learned that she didn't have a role in the game.
Second of all, the story was just done really badly, half of the plot points disappear in the middle of the game and people found out that the game only exists to advertise some Avengers-tier sequel where Max teams up with all the other LiS protags.
I hated Chloe and even I found little appeal in the game.

If I remember right, it kinda tries to have its cake and eat it too by letting you choose which ending you went with from the first game. But it doesn't actually change the core narrative, just some sequences and responses. Max is traumatized over losing Chloe if you chose the option to save Arcadia Bay, and Chloe basically fucked off for someone else between games if you saved her leaving Max traumatized about losing the bay instead.

it's kind of funny because the original creators had a comic series that depicted the whole relationship aftermath ending up fairly healthy, and the old devs pretty much said "yeah don't let this new game made by someone else invalidate your choice, it was yours, not theirs".
the fact that double exposure goes out of its way to try to romance max towards two separate new characters REEKS of people hijacking the franchise because square-enix needed more sequels and the new devs trying to throw out the old stuff to make room for their shit.
