The reason why short-lived characters are the strongest in their writing is because they're given focus, allowed to take action in the narrative, and have their stories conclude in a satisfying way that at least ties their relevancy to the plot even if it ain't happy. You know, instead of meandering or being entirely pointless, or serving only in humor. The reason she's interesting at all is the plot she got. Unless you just like the whole idol childhood friend thing.
Same reason the V3 protsg girl is memorable at all. She'd be entirely boring if not given that brief focus.
