This is similar to Europe forced gacha games to have lootbox clarity in their regions so now every game has it everywhere, or how Australia forced Steam to allow refunds so now everyone can refund games on Steam.

If they're going to have to go to the effort of building in functionality that allows future games to continue to be playable after end of service, just for the European market, even if they don't officially endorse it elsewhere, it'll still be usable in the US and the rest of the world. Either because that stuff will end up freely distributed to everyone, or because the European tools will work anywhere, even if they're not officially distributed to any other market.
