Neither really. It’s more about not letting extremes take over. If you want to know who the good/least retarded mages are look into the fraternities. Wynne and the Aequitarians take the cake and Fiona and her lolberts are the fucking worst. As for the Templars it’s the same but they don’t really have sub groups. They mostly vary from nation/chantry. They can be bad but even the worst has nothing on the fucking Seekers.

Templars technically but that's just because the writers of DA2 were such hacks that they couldn't figure out a good way to balance the argument so they had to have every single mage you run into turn to blood magic
