The answer is in the middle. It's Mario Kart, the reason the Blue Shell exists is that yeah, sometimes you're gonna get bullshitted. The problem with World is that those moments, those "I was in first and now I'm knocked out right at the finish line" egregious plays are happening to somebody pretty much every game. I saw more supreme bullshit Mario Kart losses posted online yesterday than I've seen from MK8D's entire fucking lifecycle, and both games allowed you to post from your console directly.
The idea is that the better you race in a racing game, the more you'll win races. That is not the case even at mid-level MKW, where more than half of people just hang back to collect the best items and hope to god they don't get electrocuted.

Yeah, on a 3-lap race a guy who knows every shortcut and gets ten miles ahead of everyone else isn't going to lose his top spot to a shell or lightning blast. But when like 80% of the available courses don't have any shortcuts that can be taken without items reserved for the back of the pack, there isn't much the frontrunner can do to get a sizable lead. Then they get blasted with a cannon salvo that'd put Napoleon's army to shame at the last minute and lose with very little they can do to stop it.
