You can have an extremely well-developed game world but if it plays like a VN it's a VN. That's a hyperbola, ME is not a VN obviously. But the separation between player skill and character skill is fairly weak.
Next, some choices do have consequences but this was meant to properly develop in the sequel which never came. The waifu simulator with some seedy detective story on the side took some of those loose ends and either wasted or ruined them.
Finally, the variety of solutions is low and choices are not that frequent. You are limited to shoot things, sometimes talk things through. You can probably still find text RPGs from the '80s with much greater variety of solutions, and better execution of such paths too.
For one of the earlier 3D games with muh cinematic experience ME did well enough. Being close to the start of that age allows to forgive it much. But I'm trying to be accurate.
