No, level designers take the 3D models the environment artists and other 3D guys make and plop them into a level to make something fun to run around in and play. They don't really create anything from scratch, it's like making a forge map in Halo essentially. The people who worked on the girl would have been concept artists, then animators, separate riggers maybe and the modelers/sculptors who specialize in character design. This is part of why teams seem so bloated these days, you have entire large teams within studios for each category even though so many things are re-purposed from title to title and it leads to lots of redundant staff. In the old days you would have had smaller teams making all new stuff each release like Bungie used to.
