Look at the Ultima series, look at Daggerfall, Star Ocean, Final Fantasy games, Romancing SaGa, Chrono Trigger, Fallout (the ones not created by Bethesda, kiddo), Arcanum, Baldur's Gate, Wasteland. Hell, most big budget RPGs in the latter half of the 90's and plenty of games before that.
Role-playing games were always striving towards open-world design, and Skyrim was absolutely not the first to achieve that in any way shape or form.
Also, if you don't think there were a mountain of GTA clones then you weren't alive playing the PS2.
Scarface, Driver 3, The Godfather, The Getaway, Saints Row, Wheelman, Mafia, and a ton of others. They haven't stopped making GTA clones to this day, either, just look at shit like MindsEye.
