'Radagon' is a make-believe incarnate persona conjured by Marika as a brilliant little scheme, a mythic figure woven for the purpose of obscuring Messmer's role in history as a brutal and dread warlord and enforcer of the Golden Order following his consignment to the lands of shadow. Somewhere in the midst, that persona underwent a schism and developed a schizo will of its own.
Messmer was the head of the Golden host, the red-headed champion that led the forces of the Erdtree in the Liurnian wars, a being that hated its own fire, its blighted connection to the heathen forces of the Erdtree.
Messmer's birth precedes Radahn's, and therefore also logically precedes Radagon's first explicitly detailed exploits within the lands between, and yet Messmer shares Radagon's features, and even shares musical motifs in his OST, there's an unshakeable relation.
This explains Rykard's reverence and affinity to the heretical serpent, Ranni never directly acknowledging Radagon, and Rellana chasing Messmer into the shadow.
