In FO1-FO2, there are women raiders, leaders, and shop owners in an atomic punk (1950s aesthetic) post apocalyptic wasteland. But, FNV is still so well liked because no other game does what New Vegas does. Where are the other first person open world action RPGs, with a faction system, that allows me to kill anyone I want and gives me a lot of freedom to approach the game?

Lanius specifically requesting for the MALES of his former tribe to be murdered implies that primitive patriarchal societies are still a thing in the Fallout universe, and likely the norm. Caesar making an exception for the boys and integrating them into his army is actually pretty progressive in context.
The game doesn't hate the Legion, most of the characters you interact with do, and that's because they are Californians who descend from Vault Dwellers and still maintain some progressive views from the Old World (pre-war Fallout was culturally more similar to the 1990's than the 1950's), which is also why they don't mind women in positions of power. Ironically, Caesar himself is a Californian who shares those views, and is only using the Legion as means to conquer the NCR.
Even in the world of Fallout the West Coast is considered "woke", and using that to judge the setting as a whole is not fair.

That is what Fallout always was from the start. The series never had a realistic portrayal of social dynamics post societal collapse. Khans seem to have absolute gender equality among themselves, and their raid planner and second in command are both women in Fallout 1 for example.
