I swear people just vote for this because they heard it's good. It's legitimately the worst of the Infinity Engine games. The gameplay is filler with zero purpose. The stats don't matter except a few you have to max for dialogue. Loot doesn't matter. Nothing fucking matters. It's a VN they had to make into an action game knockoff because Diablo was hot shit. It's sad because if it actually WAS a VN it'd be good. There's a novelization that's better than the game because the awful game part gets out of the way. Yeah it's legitimately a bad game. Let me put it this way, I think even The Outer Worlds is a better video game and I'm dead serious. Crpg fans have bad tastes, they neglect gameplay and level design in favor of what they call "writing" and "immersion"
Thing is those third person and first person games are way way more immersive than any Crpg ever
And those story adventure games have better writing than 90% of Crpgs

Ultimately it comes to player choice and let me tell you most of these games barely have choices that matter, its all fluff used to say the same thing, but lets play devil's advocate and assume they matter, they still don't matter as much as a choose your own adventure type of game.

So the appeal is a mediocre package with shit gameplay, ugly looking art style, hideous character design, generic writing that uses the same setting tropes, awful enemy design, bugs galore and fake immersion.

This is the reality of this cheap crappy genre, it attracts pseudo intellectuals who like to shitpost then go hide behind their dogshit niche games, once you played few of them you realize you got played.

Arcanum is borderline unplayable with its plethora of bugs and jank and it has one of the worst combat ever designed
Fallout 2 is same as 1 but more polished and more reddit, suddenly its a no problem if a game is making references
Deus Ex is goated but its not really a RPG
VTMB is nice and unique but its gameplay is utter dogshit and its a buggy mess that needs patches to even be functional (still buggy)
BG2 is a mediocre Bioware romance game that aged poorly
BG1 was a neat concept in 98 but now it shows its age
Underrail is highly overrated and uninspired
Disco Elysium is too high and overrated, anything outside of the narrative is ass and the game lacks choices that matter
The Witcher 1 is complete dogshit and should've been a movie instead

I think you are correct in that its a game people vote for based on what they heard.
I see a lot of zoomers put this in their favorites and if you observe them on the internet they flip flop too much and are inconsistent with their takes, also you will find that they numbers are soo bloated for their age, meaning they are 100% lying about games they finished, just to gain gamer cred and give their opinion more weight.

Think about it, if you put these well known classics in your favs chances are more people are going to take your opinions seriously and thus you get to assert your opinions as the de facto consensus takes.

PST is one of those games people pretend they played and liked, obviously there are some genuine fans, but i doubt its that much as most of them are old, the CDPR guy who makes quests likes the game, you can guess the age and personality of those who actually played and liked it, but a good amount of people are just posers.

I have seen more than one clue to know that, even the forum i used to post in which had a huge amount of JRPG fans, one of them used to shit on WRPG because of their gameplay and stories being generic, yet when someone made a topic about games with best stories, he comes and includes Planescape in his list, even though im 10000% sure he never played it, the dude can't stomach Dragon Age gameplay and you'd think he can take on PST, moreover there is zero evidence of him playing CRPGs.

One of my friends boasts about PST as being the greatest written game of all time, but he himself played it for few hours and then stopped.

Cyberpunk should've been a hub-area game and instead of doing open world meme shit, just split the game into acts and small but dense maps, polish the level design more and focus on what you do best, character writing, atmosphere, immersion and quests. With its gameplay and level design, all it needs is a little more improvement in those aspects.
Better enemy design and better mission design and thats it the game is great.

By restricting such things the game will be more polished and less buggy
The game will have stronger focus on level design, making replayability factor higher and the missions even more memorable
