I wouldn't rate it 7/10, given its release period it's a 9.
Greatest game of all time? Not even close, not even if it released 5 years earlier.
The greatest contribution this game made was demonstrating that games were allowed to be silly. This was probably the most tryhard era for western game devs to get taken seriously and having wacky antics and actual contrast made it stand out.

in the late 00's people were looking for literally anything better than the usual hand holding slop they were being fed. It's no surprise that two broken barely fucking functional games with good atmosphere and interesting ideas would lead to a major paradigm shift in the expectations of a huge chunk of the gaming population.

Those were New Vegas and Demon's Souls. Demon's Souls got to fulfill it's promise and ironically overstay it's welcome. While NV was hamstrung by Bethesda, but it's association with more traditional CRPG writing and structures in a modernized format directly lead to the renaissance of crpg's that started with the Kickstarting of Pillars of Eternity and Wasteland 2

Yeah there is no other serious attempt to do something similar. It's the closest thing you get to open world D&D kind of experience in a game. Elder Scrolls lacks the skill checks or branching decisions and games like Baldur's gate are dragged down by their actual gameplay which can be a slog.
Outer Worlds was the closes and inferior in basically every aspect.
