Doesn't matter. There will still be big live service games by giant corpos. The only difference is that once a live service game stops being profitable and the company wants to pull the plug that they have to make it so that a dedicated community could self host afterwards.
If you really think that after legislation passes significantly more multiplayer games will be player hosted you simply did not understand what SKG is about.
Most people will still be playing on centralised, game-side servers for the majority of the time. SKG only concerns itself with whatever happens AFTER the devs/publishers decide to pull the plug.
Multiplayer capability isn't even guaranteed. It could just mean that devs need to enable you to roam a gian MMO's map alone, offline, on your computer.

Assuming you're saying this in good faith and not concern trolling: Right to repair has nothing to do with people being arrested for repairing things. It's about forcing manufacturers to make available repair manuals, schematics, and proprietary parts for machinery so that you can repair them in the first place rather than being subject to planned obsolescence or absurdly overpriced manufacturer repair schemes.

They can still refuse your warranty because the burden of proof is on you to show that the defect was not there at time of purchase AND that your action to repair didnt make it worse. Like most consumer protection laws there's that pesky clause that makes it entirely obsolete if the company isnt happy with you.
