the big number is the speed (6000) and the other number is the latency (cl30) there's a bunch of complicated reasons why a higher/lower number isn't always better depending on the CPU.
wankers will also manually tune them by 10's of mhz to match the timings perfectly to get 1 more fps in csgo, but you dont need to do this.
I would just look at what most other people recommend for your CPU, which I'm pretty sure is 6000 cl30 for a 9800x3d, and then buy the cheapest reputable brand.

Fishtank case is a matter of taste just make sure your AIO fits and you can install a GPU stand to prevent sacking. Seasonic has a better reputation than corsair for PSUs but I only ever had beQuiet and ASSUS so not sure.

Armoury crate is ass but you don't need to use it. On some boards you may need to disable auto installation via BIOS. ASUS warranty is also crap as they are stingy. I had once issues with a PSU cable but they didn't want to exchange it instead they told me I should return the whole PSU to the seller. Otherwise I never had issues with ASUS hardware. All brands have their ups and downs.
