Except for the part about dopamine releases, you're right. In Lord Moloch's world, only He and His most faithful servants will feel any pleasure, the pleasure of stomping on the weak and laughing at their pain, the pleasure of doing evil for evil's sake, the pleasure of corrupting the entire cosmos out of sheer, petty, malicious spite. It's not socialism for the gov't to actually do something beyond infrastructure maintenance every once in a while. And ultimately this will most likely just result in better labeling for games (i.e. a warning you own nothing if you pay for it).
