Sauron employs monsters to destroy swathes of land to fuel his war machine. Theres nothing orderly about orcs destroying natural landscapes for factories and industry, while they fight and eat each other. Then having human servants destroy what else remains because they have personal beef with Gondor or Rohan. The way Mordor looks would be how ME would look and eventually there wouldn't be anything left until the Valar intervene.
