This game, from what has been shown by the OP, seems far more limited in how you can actually control the water which makes it seem like more of a puzzle shooter. I can see it being like the water temple in OoT where you're primarily focusing on raising/lowering water levels to create static, binary states of environmental interaction. This is not the same thing as Splatoon's dynamic interaction.
Unless the game actually has a "lol fuck physics" water gun where you can just slap down chunks of water to swim through. Then sure it'd be a Splatoon clone.
