What do you mean? The initiative is simply to make a failsafe offline client for online games in the case where they get shut down in the future. MMOs in the past have always had offline versions for testing purposes and that eventually get leaked or released for the public like with Ragnarok Online.
This is not going to hurt developers.
I.e. if Marvel Rivals die in a couple of years, just release an offline version of the game with maybe optional coop so people can keep playing it solo with bots or whatever.
