Mother 3 did it right. You'll never notice the mechanic is there until you start fucking around during turns (or you hear from someone else), and even the skill that reveals the rhythm of every BGM isn't very obvious about it.

how many rpgs have unique action commands anyway?

so there's basic just-timed attack/block for better numbers
then there are wackier skill timings in later paper marios
there is legend of legaia based entirely around sabin's blitz on the offense
undertale has bullet hell on the defense
mmbn? that seems too unique to even call an rpg battle

If you aren't constrained by a character's skills/stats, you're not playing a true RPG. If you're overcoming your character's build with player skill, then you're playing a normal action game.
