I’ve been playing video games for 30+ years and I’ve never finished a Zelda game. Link’s Awakening was fascinating but I had no idea what to do. Ocarina was hard. Majoras Mask was even harder. I progressed only a bit in Wind Waker but got filtered by the temples. Twilight Princess was when I realized I’m just not good at them and should stop. So I have. Still love the franchise though.

The finale of Wind Waker is about bitter old men resenting their past and how they're shackled to it in a world that's moved on, but that's not really an energy that's present in the rest of the game.

I think wind waker has probably the most interesting ganondorf portrayal. I think the fanbase are dumbasses though. Anyone who's played ocarina of time can tell you he's coping out of his ass, his jealousy of hyrule is not out of goodwill for his people, it's ego driven, that he's merely the king of a shitty sand kingdom and not the prosperous hyrule.
We see what happens when he controls Hyrule in ocarina of time, he leaves the Gerudo to rot in the desert (they hate his rule and celebrate when he dies) and he turns Hyrule into a shithole.
When we see him in Wind Waker he's supposed to be a pathetic figure. Hyrule is just a distant memory, his people no longer exist and yet despite all that he's still obsessed with Hyrule, even the King has learned to let go.
That's a very human motivation, but he's not even close to being a sympathetic figure, and that's where people misconstrue the scene.

Ganondorf is the big bad final boss. The antithesis to game's hero. In a game where the main them isn't as straight forward as 'Growing Up', him being a bit more grey makes sense, since he embodies a concept that isn't inherently wrong, like "Clinging to older (and according to him) better times", so it's fine. But since other zelda games don't explore such dictomies, it's obvious dorf wouldn't be more than a final boss.

The Gerudo were outnumbered. Between the Hylians, the Goron and the Zora, there were a good amount of opposing forces ready to retaliate. Not to mention that Ganondorf was more or less a pariah to his people according to Nabooru. His brand of evil wasn't what most of the Gerudo wanted, I assume. Keep in mind that the game doesn't show Hyrule's actual scale as a land and its population in the Castle Town.

Though it does say a lot about how the Gerudo really don't have much to live on in terms of natural resources. The Gerudo King probably has a harem of women set up to continue the race, but even he can't do it alone. Relying on outsiders for numbers presents a problem too.
