I bought a GTX 1660ti a year ago, I should change the thermal pads because the previous owner only changed the thermal paste (I want to trust him), but I'll buy something when I open it.

not exactly true, especially with tapwater
the reason water is dangerous on running electronics is the water facilitates the movement of conductive minerals toward the conductive faces of the pcb and causes a short, if you run tapwater on something, then let it dry, there's still a chance those minerals have dried in a way that they can cause a short
