Because we have 2 dozen languages and about twice as many strong local sub cultures that nobody cares about except for those people that live in them. So making any somewhat bigger budget game would have to be tailored to the same bog standard english speaking western audience and there are many other richer countries that are way better at making them.

That's why it's good. Remember the separation of power? How could it be fair if the referee and the player are the same one? EU doesn't make too many live service games, that's why we can depend on it to curb the microtransaction slops trend of US and China.
