It's not seen as a profitable market, so nobody wants to invest into a studio making one. In cases like that, you need a big huge surprise smash hit to wake the industry up and make copy cats.
Star Citizen kickstarted made infinite dollars, suddenly we got space games again Amnesia was huge? Suddenly horror games again. DayZ exploded? Suddenly open world zombie games everywhere, You need an indie to make a metal slug type game, become notch levels rich (but hopefully less racist) and that'll re-start metal slug style run & gun games. If that doesn't happen you're doomed to eat whatever scraps the indies throw you now and then forever.
