Yes because UE5 is the bleeding edge game engine.
They're not optimising the engine, they're just discovering and developing new technologies. Theoretically it's not UE5's fault since developers 100% know this. But the engine is just shit because they've not put in the effort to making it not run shit yet.

I think that UE6 will be hyper optimised, something like 60% better performance by just updating the engine. Even better if you put effort info it.
BUT UE6 will have an insane fee. They're getting studios and the market stuck on UE5 and then when they announce UE6, they'll force the hands of developers to take the fees of UE6 because from then on, any game that is UE5 will be marked as anti consumer.

If I was Epic Games, I'd do this 100%. The easiest way to turn a profit and save face from the general public.

Yes, UE5 by default is shit.
Devs don't care to tweak the engine for the most part so we get unoptimized garbage.
It's yet another way to cut costs for the publisher/dev.

Technically it's not the engine itself that's shit. It's just that so many devs treat UE5 as a plug-n-play kind of engine where they will use scripts and copy/paste shit they get elsewhere, and then never actually do any kind of optimization either because they are incompetent, or because they have a mindset of something like "DLSS will do it for us".

Decima handles open world games well unlike UE5.
UE5 performance would not be a problem if we still got much faster hardware each generation.

its both, really.

UE5 is used because it automates large parts of development. but its automation is horrible and inefficient, like nanite for instance. on top of that its just an inherently ugly ass looking engine that like you said relies on upscalers to look even remotely acceptable. the use of upscalers is necessary, its a feature.

this is an example of a bad carpenter who also has bad tools. theres nothing good here.
