Depends on who you ask and the game.
Most of them prey on gambling addiction, completion autism, waifu culture and people with more time on a phone than with a game console. Most of them are designed to be high dopamine yield for low player investment.
But then you get games like ZZZ that have the bones of a really fun ARPG but the content dries up too fast and there's little variety and it just becomes endless grind or paying your way through.

The main appeal of gachas is that it's fundamentally a live service game that you (hope) will have content for 10+ years
so if you attach yourself to the characters or setting it can give you a long time with something you like
