It's not something I have needed personally, but I believe there are ways to send the computer's video output to a television.
There's probably some way with a Raspberry or something to plug the TV and a controller into it, while it communicates with a computer in another room.

My only issue with these is that you can't upgrade shit on them. I'd like to build my own PC, but I don't know where I'd start.

You're not meant to upgrade them. They're emulation boxes. Once you have something powerful enough to emulate up to whatever generation of console you want, you shouldn't need to change it ever. I guess maybe storage is an issue, maybe these can be rigged up to run off of external SSDs.
